申请条件：经营范围中有进出口的项目。流程：商委备案；海关制备《进出口收发货人证书》同时刻制报关章；检验检疫局备案同时刻制报检章；电子口岸办理IC卡及购买操作盘及软件；外管局备案，开设银行外币账户；
进口报关的基本程序：
接受申报→审核单证→查验货物→办理征税→结关放行。
用换来的提货单（1、3）联并附上报关单据前去报关。

报关单据：提货单（1、3）联海关放行后，在白联上加盖故行章，发还给进口方作为提货的凭证。正本箱单、正本、合同、进口报关单一式两份、正本报关委托协议书、海关监管条条所涉及的各类证件。
